Gimp is open source (free). But still rather powerful.

I agree with Michael V, Gimp is good, but complicated. If you need simpler editing tools, then use Paint.net.

If you are looking for less expensive unopened Adobe CS 4 Premium or premium CS 3 used I have three copies. My background is design and the hands on for learning adobe has been made so easy with help and tech support. Retail price is way over priced yet I have two versions unused and one opened unused. The two versions of CS4 were at student price including shipping $340.00. I paid the same price for CS3 but it has been opened and can’t be considered brand new.
